Rossendale Council is still running town planning and building control services during this time – but with some changes.
Development Control committee is going ahead virtually tonight – a first for the Council.

The Council has received an application to establish a neighbourhood forum for Bacup and Stacksteads.
Prior to formalising this, we are required to both publicise the request and invite comments about whether this group should be able to prepare the neighbourhood plan and if the boundary being proposed for the neighbourhood area is correct.

Councillors have agreed for the latest draft of its 15 year local plan to go out to consultation.
The Council approved the report which gives permission to start the consultation but made two amendments.
The recommendations added to the report before it was given the green light were:
- That this Council ask the Planning Inspector to give full and due consideration to the local community plan in relation to Edenfield.

Rossendale Council has welcomed an application from Edenfield residents to establish a Neighbourhood Forum.
Last week, a group of residents formally applied to the Council to start the process.
You can find more information about the application on the Council’s website.
Responding to the news, Councillor Christine Lamb, whose portfolio oversees planning, said:
“As a Council, we welcome any process that allows the community to engage in important issues in their area.”

There is still time to have your say on the plan which will guide the borough’s development over the next 15 years.
Rossendale Council has published its draft local plan which guides how the borough will achieve its targets for housing, employment sites and facilities over the next few years.
It will also guide where new housing and employment will be located as well as where land should be protected.

Rossendale Council has published its draft local plan which guides how the borough will achieve its targets for housing, employment sites and facilities over the next few years.
Residents and businesses are invited to have their say on the plan which will guide development for the next 15 years.
As well as earmarking sites for development, the plan will also propose sites for environmental protection.

Rossendale Council’s Planning Team has won a top regional award for its practice.
The team won the Best Practice Award at the Royal Town Planning Institute (RTPI) North West Regional Awards for Planning Excellence 2017 for its work on the new McDonalds at Rawtenstall.
A new award category was created for this scheme and the judges confirmed that the scheme was given special status because it demonstrated how a small local planning authority can achieve an excellent outcome in dealing with an application from a world famous company.

The Council has now published it’s up to date Validation Criteria checklist in respect of applications submitted to the Local Planning Authority.
The document can be viewed at http://www.rossendale.gov.uk/downloads/download/318/validation_of_planning_and_other_applications_policy.
This document updates and replaces the Council’s previous Validation Checklist (January 2011) and the Council’s Wind Energy Applications Supplementary Validation Policy (September 2012) and takes into account the provisions of the Growth and Infrastructure Bill and the Framework along with amendments to legislation.

The Council has appointed White Young Green (WYG) to prepare a Town Centre, Retail, Leisure and Tourism Study.
As part of this study a telephone survey has been commissioned which will be asking questions about retail, leisure, town centre and tourism related issues within Rossendale. This will form part of the Evidence Base that will be used in preparing the Local Plan.
